Washington County VINE Coverage
Illinois VINE through VINELink is the state's broad custody and notification service. Illinois State Police documents interfaces with county jail booking systems, IDOC, the Illinois Department of Human Services, and circuit court clerk feeds. That makes it relevant to a Washington County booking and to state custody events, but each record still belongs to the agency shown as the reporting source.
VINE can show a current custody status, location or reporting agency, identifiers, and event information available from the feed. A Washington County “out of custody” result supports only that the named reporting agency no longer reports holding the person. The person may have entered IDOC, another county, U.S. Marshals custody, or another system. Federal BOP and pretrial USMS custody require separate federal sources.
Illinois VINE also operates by phone at 866-566-8439 at all hours. IDOC reports live operator help in more than 200 languages, and IDOC registration assistance is available at 877-776-0755.
Search Washington County VINE
Use a known identifier whenever possible. Same-name records can describe different people and different custody events. The reporting agency is especially important in Washington County because a local jail event is not the same as an IDOC prison event.
- Open Illinois in VINELink and choose the custody or offender search.
- Enter the exact name and an ID when known. Do not guess at missing identity details.
- Compare available birth date or other identifiers and the reporting agency across possible matches.
- Open only the record that matches the known facts.
- Read current custody status, reported location, agency, and event date together.
- If the record says released or out of custody, contact the source agency when transfer must be excluded.
A no-result does not establish release. Try verified spelling and identifiers, then use the Washington County released-inmate search path for court, sheriff, IDOC, and federal follow-up.

Washington VINE Release Fields
Read fields as one record, not isolated clues. Status describes what the reporting source currently sends. Location identifies the reported facility or agency context. An event date marks an update but may not equal the exact physical release time recorded by the jail.
| Field | What it supports |
|---|---|
| Name and identifier | Matching the intended person rather than a same-name record |
| Reporting agency | The system whose custody event is being described |
| Custody status | Current status reported by that agency feed |
| Location | Reported facility or custody context, when provided |
| Event date or history | Timing and wording of an available custody update |
VINE is not a certified Washington County release entry or a complete archive. For exact local date, time, and authority, request the sheriff's release or transfer record. For the legal reason, review the circuit-court order. For full IDOC discharge, use IDOC and PRB.
Register Washington Release Alerts
Registration should begin from a verified matching record. Illinois materials support phone, text, email, and mobile-app delivery, but the options shown can depend on the event and current interface. Choose only the notices that fit the custody question.
- Select Register or Get Notified on the confirmed person record.
- Choose release or custody-change events and, where offered, transfer or court events.
- Select from the phone, text, email, or app channels displayed in the live flow.
- Enter the requested contact information.
- Complete the confirmation prompt exactly as shown.
- Save any PIN, code, or link supplied and confirm or test the registration when offered.
- Update or cancel through the same service when notices are no longer needed.
There is no sound basis for claiming that every Illinois VINE channel always requires a PIN. Telephone delivery may use one to acknowledge calls. Text, email, or app delivery may use a code, link, or another confirmation. Follow the live prompt and retain whatever verification method it provides.
Confirm Washington VINE Releases
Save the alert's timestamp, person identifiers, reporting agency, and exact event wording. Reopen the matching record. If “release” and “transfer” remain unclear, ask the reporting facility what occurred. Source data can lag, and a later correction may change the display.
For Washington County Jail, request the date, time, and authority entry from the Sheriff's Office. For state prison, compare the IDOC offender profile, especially Offender Status and Location. For a sentenced federal person, use the BOP locator. A local USMS detainee may move between contract facilities without entering BOP or the community.
Illinois VINE and PRB Notices
Illinois has a second, more focused notification layer for eligible state-prison cases. PRB Victim and Witness Services registration can provide notices about parole or MSR, electronic detention, work release, transfer or exchange, furlough, escape and apprehension, death, discharge, hearings, and target aftercare dates. Eligible registrations may also request a recent felony-offender photograph upon release.
PRB notices complement VINE. They do not replace VINE for an ordinary Washington County bond-out. VINE's integrated county, IDOC, DHS, and clerk feeds make it useful for following several kinds of events tied to one verified record. PRB adds detailed post-conviction state-prison proceedings and discharge notices. PRB Victim Services can be reached at 800-801-9110 or 217-782-7273.
Neither service should be read beyond its scope. A PRB hearing notice is not a grant, and a VINE alert is not the sheriff's certified release entry. Use the matching source record to confirm the event.
Washington Release or Transfer
Washington County Jail may hold local detainees, people from area counties, and U.S. Marshals prisoners. The arresting agency, physical jail, case court, and releasing authority can therefore differ. VINE's reporting-agency field helps identify which part of that chain generated the alert.
A community discharge should be confirmed by the jail's release entry and, when useful, the court order. A transfer needs a destination or receiving authority. An IDOC sentence means departure from the county jail starts state custody, while a parole or MSR status later supports prison exit with supervision continuing. Keep those events separate.
- Released
- The reporting agency says its custody ended; confirm whether the destination was the community.
- Transferred
- Custody moved to another agency or facility.
- Discharged
- The sentence or supervision formally ended.
- Reporting agency
- The office whose feed supplied the VINE event.
Washington VINE No-Match Steps
A missing record has several possible causes. The name may differ, an identifier may be wrong, the source feed may lag, or the person may be in a system outside VINE coverage. A county-jail-only event will not be proved through IDOC. A federal pretrial detainee may remain with USMS or a contract holder without appearing as a sentenced BOP inmate.
- Check spelling, suffixes, former names, and the known identification number.
- Confirm that Illinois and the proper custody search were selected.
- Review the Washington County case for release, commitment, or transfer authority.
- Ask the sheriff for the admission and release or transfer entry.
- If the court imposed an IDOC sentence, search IDOC and match the sentence county.
- If federal custody is documented, use the federal docket and holding agency.
A no-match supports no statement about present custody, past release, or final discharge. Narrow source checks are stronger than repeated broad name searches.
After a Washington VINE Alert
Keep the original message long enough to record its timestamp and wording. Then open the matched record again. If Washington County is the reporting agency, contact the sheriff for the exact event and authority. If IDOC is named, read Offender Status, Location, Last Paroled Date, and Projected Discharge Date as separate fields.
A court order can explain why release was authorized, but it does not prove that the jail completed physical release at that moment. Another warrant, case, detainer, or receiving authority can alter the outcome. Ask whether the order was executed and whether custody passed elsewhere. This distinction matters when an alert uses broad custody-change language.
For parole or MSR, an IDOC profile may show that prison confinement ended while supervision remains active. PRB decisions can explain a traditional or youthful grant or a later revocation. Final discharge requires its own official status or order. VINE is most useful as the timely signal that starts that focused check.
Keep the identity match with the alert. The name, identifier, reporting agency, and event wording belong together. If an agency later corrects the event, retain the corrected source and use its narrower language. That record trail separates a fast notification from final proof.
The reporting agency determines the next confirmation call. A Washington County event should be checked against the sheriff's date, time, authority, and destination entry. An IDOC event should be checked against Offender Status, Location, Last Paroled Date, and Projected Discharge Date. A circuit-clerk event can explain a release order but cannot establish the exact minute jail processing ended. If the alert does not say whether custody moved elsewhere, ask the reporting source whether the event was community discharge or transfer and record the receiving authority when available.
PRB Victim and Witness Services adds a different level of notice for eligible IDOC and post-conviction events. It may cover parole or MSR, electronic detention, work release, transfer or exchange, furlough, escape and apprehension, death, discharge, hearings, and target aftercare dates. An eligible registration may also request a recent felony-offender photograph upon release. Those notices do not replace Illinois VINE for an ordinary Washington County bond-out, and a hearing notice is not a release decision. Confirm the outcome in the PRB result and the current custody phase in IDOC.
Registration accuracy begins before contact details are entered. Recheck the person's identifiers and agency on the selected record, choose only the displayed event types, and complete the live channel-specific confirmation. Save any PIN, code, or verification link that the service actually supplies. Telephone acknowledgment may differ from text, email, or app confirmation. After registration, retain enough information to update or cancel it through the same service and avoid continuing notices for an outdated same-name match.
